Let’s use the Level 1 Strength perk as an example. It’s also worth noting that each individual perk has different Ranks. For example, if you told the Vault-Tec dude you wanted to be Strength 5, you would have access to equipping the perks that come at Strength Level 05. These are your attributes, but the stronger you are in one category or another, the more perks that become available for you to choose and benefit from.
You should also know that none of the above categories are perks themselves.
